SC's contract with the courier service used by PASCAL Delivers has expired and the state is in negotiations. Until a new agreement is made, the service has been suspended. Since no one knows when the service will be restored, the best way to check on it is to click on the PASCAL Delivers link.
In the meantime, you can get anything you need through Interlibrary Loan. Expect a slower response since ILL moves through the mail.
